		<description>Unfortunately, Oakland's 10k plan has hit a brick wall. First, there was a backlash in the community that got Mayor Dellums elected on the promise that he be the do-nothing mayor, effectively halting any new development. Concerns over preserving industrial land for blue collar jobs (that aren't coming) put a halt to more development. And the mortgage crisis and the economy effectively closed the lid on 10k. 

The one pocket where things are looking good is the Uptown area, thanks to some very well done streetscaping.</description>
