Design Perspectives: Designers' dreams can be crushed by the public process

Before the buildings, bridges and pavement, come the ideas and decisions. Designers' ideas must get past risk managers, value engineers, accountants, politicians and taxpayers. Sometimes decisions are made before an idea has a chance, and that's too bad.

In the design of Seattle's post-viaduct central waterfront, the idea-makers and decision-makers seem to be playing well together, so far. The main public playpen is the Design Oversight Committee, an arm of the larger stakeholder committee that weighs in on decisions about the waterfront.
