Architect David Wilkerson said metal-tile siding was selected for cost and low maintenance. He said design compromises were required to keep the project on budget.

MEDFORD, Ore. (AP) — Heads have been turning in downtown Medford as the unusual-looking Jackson County health services building takes shape on West Eighth Street next to City Hall.
