SEATTLE — Traffic is so bad in Seattle that the city wants to limit how many times it opens the drawspans on the Ballard, Fremont and University bridges.
The Seattle Department of Transportation says the average bridge opening lasts five minutes, but can back up hundreds of vehicles.
