King County broke the law when it bypassed competitive bidding rules for work at the county jail, according to a new report from the state Auditor's Office.
The Metropolitan King County Council passed an ordinance in 2003 that helped speed work to overhaul the security system at the King County Jail in downtown Seattle after a jail security expert said the jail's major security systems were in imminent danger of failing. The ordinance declared an emergency and waived competitive bidding requirements.
