Breakwater is first step in Seward's big plan: a marine industrial center

    City officials say a number of user groups including oil and gas support companies, barge services and Bering Sea fishing boats now based in Seattle will use the harbor when a breakwater is standing.

    ANCHORAGE — The city of Seward is ready to jumpstart development that has been decades in the making.
