Spokane to help renovate buildings

SPOKANE (AP) — The Spokane City Council passed two measures to encourage renovation of downtown buildings.

One measure will pay up to $40,000 to upgrade water and sewer lines in buildings entrepreneurs want to renovate. The other would allow owners to pay a lower sewer rate for apartments on the upper floors of renovated buildings.
