ST3 set for 2016 ballot

Sound Transit's next package, Sound Transit 3, will be on the ballot in November 2016.

Sound Transit announced its plans Wednesday after the state Legislature gave the agency authority to raise up to $15 billion in new revenue.

ST3 could include light rail routes to Ballard, West Seattle, Everett, Tacoma, Issaquah and downtown Redmond. Last month Sound Transit released a draft list of projects that could be part of ST3. See the entire list is at soundtransit3.org.

The draft also includes improvements to the Downtown Seattle Transit Tunnel, infill stations for light rail lines already planned or built, bus rapid transit along Interstate 405 and improvements to Sounder rail stations.

Sound Transit's Board of Directors will narrow the list for further study this fall. Those studies will be used to draft a ballot measure in early 2016.

Here are the funding sources being considered:

• Property tax up to 25 cents for each $1,000 of assessed valuation. Sound Transit currently doesn't collect any property taxes, but the board suggested it as a more progressive source than sales tax.

• Boosting the sales tax another .5 percent. Sound Transit now collects a .9 percent sales tax.

• Motor vehicle excise tax reauthorization of up to .8 percent of vehicle value.
