The city of Bellevue will start work in July on a $14 million project to complete Downtown Park, which was designed over 30 years ago.

The project is called “Complete the Circle” and it will involve finishing the circular canal and tree-lined promenade; creating a “grand entrance” and water feature on the south end; and adding terraced seating, stairways and accessible paths.

The play area will be expanded with an “Inspiration Playground” designed for children of all abilities, including those with physical, cognitive or sensory disabilities. The play area is a partnership with Bellevue Rotary.

Construction bids are due June 2, according to a notice in the May 11 DJC. Mandatory walk-throughs at the site are scheduled for 11 a.m. today and 1:30 p.m. May 25.

Completion is set for July 4, 2017. Construction is estimated to cost between $11.6 million and $12.6 million.

The park is at 10201 N.E. Fourth St., just south of Bellevue Square. The southern end of the park will be closed during construction.

The parking lot off Northeast Second Street will be closed and the parking lot off 100th Avenue Northeast expanded. The city-owned former Ballet Arts building will be removed and landscaping added.

The city said in a press release that this will complete the initial vision for Downtown Park.

Bellevue bought most of the land over 30 years ago. The original plan called for a circular promenade and a grand entry on the south side. However, Bellevue didn't have the money and parcels to complete the circle, the city said. In 2008, Bellevue voters passed the Parks and Natural Areas Levy, which included funding for the project and to expand parking.

Here is the Complete the Circle team: MacLeod Reckord, landscape architecture; KPFF Consulting Engineers, civil, structural and mechanical; Stantec, electrical engineering/lighting design; and Transpo Group, traffic engineering and parking.

The Inspiration Playground team is Design Concepts, landscape architecture; Engenuity Systems, mechanical engineering; DCI Engineers, civil and structural; and Architectural Engineering Design Group, electrical.
