East Link projects looking for subs

The joint venture building part of the East Link Extension for Sound Transit is seeking subcontractors for nine packages, including a $70 million job that will build four transit stations.

Atkinson Construction and Stacy and Witbeck are the GC/CM team in charge of the E335 contract, which includes stations, a bridge over Interstate 405, and about 2 miles of track between downtown Bellevue and the Spring District.

The DJC reported in 2014 that the E335 contract could reach $300 million, with Atkinson/Stacy and Witbeck getting a $29.77 million GC/CM fee and general conditions costs. The team could also self-perform up to 70 percent of the work.

Here are the four station locations: East Main Street, across from the bus-only Bellevue Transit Center, Overlake Hospital and the Spring District.

Prequalification proposals for the station work are due Sept. 7. A Sound Transit spokeswoman wrote in an email that invitations to bid are expected to be sent in October to qualified subcontractors, with bids due in November.

She said the station subcontract will probably be awarded in early 2017, following award of the E335 GC/CM construction contract. Station construction would begin by May 2018 and be substantially complete in December 2020.

A pre-bid meeting will be held Tuesday for another big subcontract: about $9 million worth of bridge shaft foundations. The meeting is at 1 p.m. in the Santa Fe Room at Seattle's Union Station, 401 S. Jackson St. Bids are due Sept. 14 and a contract will be awarded in February 2017.

Public documents indicate that the GC/CM team intends to bid on the foundation package.

Another pre-bid meeting will be held at 1 p.m. today in the Santa Fe Room for a demolition package worth about $1 million. That package includes a $4.5 million alternate that would remove a large warehouse in the Spring District.

Other packages will be out soon for utility work estimated at $7 million, and a mass excavation and concrete structure at 120th Avenue Northeast that could top $15 million.

The remaining four packages include landscaping, fire protection, a mid-tunnel head house and track materials.

CH2M Hill and HJH have done preliminary work on the E335 contract. HJH is a joint venture of HNTB, Jacobs, and Hatch Mott MacDonald.

Sound Transit's website says the 14-mile East Link Extension will open in 2023 and has a budget of $3.7 billion. About 50,000 riders are expected to use East Link daily by 2030.
