OLYMPIA — The state Department of Commerce announced that a $300 million silicon smelting plant proposed for Pend Oreille County will receive $300,000 in economic development assistance through the Pend Oreille Economic Development Council.
The plant would be built in the unincorporated town of Usk.
HiTest Sand of Edmonton, Alberta, will operate the plant.
Much of the silicon produced from sand at the smelter will be used by in-state solar cell manufacturers, computer chip makers and aluminum product manufacturers. HiTest estimated the plant will generate 400 construction jobs and 170 permanent, full-time jobs.
The Department of Commerce declared the plant a project of statewide significance. The designation allows fast-track permitting by local governmental bodies.
The $300,000 grant will assist with engineering costs associated with development of the 80-acre industrial site. The project will take about nine months in design and permitting and two years to build.
