Dakota Access pipeline builder fights $15K fine

BISMARCK, N.D. — The company building the Dakota Access oil pipeline is fighting North Dakota regulators' efforts to impose a fine of at least $15,000 after working on land where Native American artifacts were found without running it by the commission that oversees pipelines.

The Public Service Commission maintains that Dakota Access LLC, a subsidiary of Dallas-based Energy Transfer Partners, failed to get its approval before proceeding with construction on private land in October in southern North Dakota.
