WASHINGTON, D.C. — Associated Builders and Contractors yesterday released its annual merit shop scorecard and Washington state was ranked as one of the worst markets for merit shop contractors.
Washington received the following grades: F's for project labor agreement mandates, prevailing wages, and Right to Work status; C's for workforce development and career/technical education; B for public-private partnerships; and A for job growth.
