It will be Seattle Public Utilities' largest project ever — a 2.7-mile combined sewer overflow tunnel along the Ship Canal — and it's getting more expensive.
In 2014, estimates ranged from $338 million to $550 million, and the budget was set at $423 million when design was less than 5 percent complete. SPU later increased the size of the storage tunnel and then last fall refined the estimated cost, bumping the budget to $540 million.
