Contractors need to do homework before bidding on federal projects

    The private sector is on hard times, as owners and developers do not have the money to finance large projects. So, the federal government is stepping in with money that will cascade down via federal contracts or grants. There is no doubt that an economic stimulus package is coming.

    While the details are yet to be worked out and will certainly be subject to compromise, the final stimulus package will undoubtedly include hundreds of billions of dollars. Much of those funds will be going to public works contractors via direct federal contracts or by grants to the states for highway and other infrastructure projects. Many state, regional, local, and metropolitan-area governmental authorities are compiling lists for such projects, including streets and roads, bridges, public transit, airports, sewers, water and other capital improvements to stimulate economic development or to serve low-income areas via public facility renovation, construction or energy retrofit.
