State statute is fuzzy on who is a ‘contractor'

  • Given the confusion, don't start work without a signed “notice to customer” in your hand.

    It should be an easy question: “Who is a contractor in Washington?”

    If you asked that to the next person you passed on the street, they might run away. Or call security. Or you might get lucky. They might answer your question with another question: “The guy who fixed my roof last week?”
