Mayor Greg Nickels has proposed the city spend between $24 million and $33 million to fix flooding problems in Madison Valley.
The solution would involve funneling stormwater coming off Capitol Hill into new pipes under East Madison Street and storing it in a holding tank in a soccer field in the arboretum. From there, the water would be piped to King County's wastewater treatment facility in Discovery Park.
