PORTLAND, Ore. (AP) — The U.S. Army Corps of Engineers has denied five applications for permits to commercially remove sand and gravel in or near the Umpqua River and its major tributaries near Roseburg.
Corps spokesman Scott Clemans said Monday the proposals did not comply with Clean Water Act guidelines that say such activities are not allowed if a suitable alternative would do less harm to the aquatic ecosystem.
