SEATTLE — King County Executive Dow Constantine proposes renewing a partnership with the city of Seattle that protects rural lands by transferring development rights from rural areas to the urban area.
The county and city entered into a transfer of development rights agreement 10 years ago. That agreement, which expired in 2008, permanently protected 900 acres in two rural watersheds by transferring the development rights into three “TDR towers,” Vulcan's 22001 and 2201 Westlake projects, Urban Partners' Aspria apartment project and R.C. Hedreen Co.'s Olive 8 hotel and condo development.
