Harbor starts today on Alto apartments

    Harbor Properties will build the 17-story apartment tower at 311 Cedar St. in Belltown.

    Officials at Harbor Properties say they will start construction today on Alto, a 184-unit apartment tower at 311 Cedar St., in Seattle's Belltown neighborhood.
