SEATTLE — On Tuesday the city released five of an expected 28 draft zoning maps that will support Mayor Ed Murray's Housing Affordability and Livability Agenda.
The proposed HALA upzones will incentivize developers to build taller and denser in exchange for contributing to the Mandatory Housing Affordability program.
Linkage fees would apply to both commercial and residential projects, known as MHA-C and MHA-R. All are part of the mayor's “Grand Bargain” with developers.
The five draft maps were for Aurora/Licton Springs, First Hill and Capitol Hill, Crown Hill, Othello and South Park.
The maps will be subject to public comment and city council review, which could take years. For now, some multifamily developers are applying for contract rezones that conform to the expected new maps.
