About six months ago, the Seattle Design Commission launched an innovative program to activate some empty lots where development projects have stalled. Plans are taking shape to fill some of the lots with temporary uses, though they remain in the early stages.
Eighty-three groups submitted ideas for the program called Holding Patterns. They range from “a temporal light installation” to providing temporary canvasses for graffiti. The Design Commission trimmed the list of proposals, and tried to pair developers who own empty lots with artists, gardeners and others with ideas.
