    A hundred years ago the urban waterfront was a tough, busy place where the international transfer of goods happened. The water itself was a universal sink for sewage.

    Then came the highway-crazed days of the mid-20th century, and the waterfront became a literal freeway -- a way to skirt the city, relatively free of obstructions.
