REQUEST FOR QUALIFICATIONS AND PROPOSALS
RFQ/RFP NO. RTA/FA 55-98 -- Financial Systems Support and Training
The Central Puget Sound Regional Transit Authority, hereinafter ``Sound Transit,'' is requesting Statements of Qualifications and Proposals from firms qualified and interested in providing support to Sound Transit in developing and maintaining external applications that link to the existing Platinum 4.6 financial applications and provide training to Sound Transit staff on all related financial applications including Platinum.
Sound Transit intends to award one contract as a result of this procurement.
The Consultant will provide support to Sound Transit in developing and maintaining external applications that link to the existing Platinum 4.6 financial applications and provide training to Sound Transit staff on all related financial applications including Platinum. The Consultant project manager will report to Sound Transit's Finance and Administration Department, specifically to the Controller/Treasurer regarding all tasks, contractual matters, and Sound Transit program management issues.
Interested firms shall obtain a copy of the Request for Qualifications and Proposals (RFQ/P) that outlines the information necessary to understand the consultant selection process and the required documentation by calling (206) 689-7445 or from the Contracts Division, Suite 500, 1100 Second Avenue, Seattle, WA 98101-3423. Statements of Qualifications and Proposals shall be submitted to Sound Transit no later than 2:00 P.M. local time, AUGUST 14, 1998, SOUND TRANSIT, CONTRACTS DIVISION, 1100 SECOND AVENUE, SUITE 500, SEATTLE, WA 98101-3423.
Following evaluation of the submittal, the Consultant Selection Committee will select finalists who may be invited to participate in an interview, if necessary.
Sound Transit reserves the right to reject any and all submittals received. The final selection, if any, will be that submittal which, in the opinion of Sound Transit, best meets the requirements set forth in the RFQ/P and is in the best interest of Sound Transit.
DISADVANTAGED BUSINESS ENTERPRISE (DBE) PARTICIPATION
To the best extent possible, all submitting firms are requested to establish and detail a plan to utilize certified disadvantaged business enterprises. No minimum level DBE participation has been established for the purposes of this solicitation. DBE participation is not required for consideration of a proposal but will be an evaluative factor in the screening and selection process. Sound Transit may establish contractual levels of DBE participation depending upon the nature of the proposal selected.
Sound Transit promotes and encourages Minority, Women, and Disadvantaged Business Enterprise (M/W/DBE) participation on its contracts and is interested in proposals that reasonably involve such participation as prime consultants, joint venture partners, or subconsultants.
Submitting firms are advised that Sound Transit has a federal DBE goal of 18%.

COMMUNICATIONS WITH SOUND TRANSIT OFFICIALS OTHER THAN THOSE LISTED ABOVE SHALL CAUSE THE FIRM INVOLVED TO BE SUBJECT TO DISQUALIFICATION BY THE CONSULTANT SELECTION COMMITTEE.
Any firm failing to submit information in accordance with the procedures set forth in the Request for Qualifications and Proposals may not be considered responsive and will therefore be subject to disqualification by Sound Transit's Consultant Selection Committee.
