Description: Represent the owner acquire real property in eminent domain judicial proceedings.
Submittal Requirements: Proposals should address current and future needs, as defined in this RFP and the rigorous demands of meeting project schedules and budgets. Contractors will not be allowed to ubcontract for attorney services legal work. Sound Transit is trying to determine which firm can offer the highest quality of service at the most reasonable cost.

CENTRAL PUGET SOUND -- REGIONAL TRANSIT AUTHORITY -- REQUEST FOR PROPOSALS
RFP NO. RTA/LE 86-98 -- LEGAL SERVICES -- RE: EMINENT DOMAIN
1. The Central Puget Sound Regional Transit Authority (hereinafter referred to as ``Sound Transit'') through its Legal Department, seeks proposals from firms or sole practitioners (attorneys) interested in representing Sound Transit in acquiring real property in eminent domain judicial proceedings. Sound Transit encourages proposers to submit the most comprehensive proposal possible offering the highest quality of service. An additional objective of requesting proposals is to determine which firm(s) can offer the highest quality of service at the most reasonable cost.
2. It is important that proposals address Sound Transit's current and future needs, as defined in this Request for Proposal (RFP) and the rigorous demands of meeting project schedules and budgets.
COMMITMENT TO DIVERSITY
Sound Transit supports and encourages local and small business and Minority, Women and Disadvantaged Business Enterprise participation on its contracts. Sound Transit is interested in submittals from such businesses to participate in providing legal services.
Contractors will not be allowed to subcontract for attorney services legal work. Only non-attorney services, such as court reporting, paralegal, surveying, etc., may be subcontracted.
Sound Transit has a federal DBE goal of 18%.
Sound Transit recognizes there will be no subcontracting for attorney services and that there may be few subcontracting opportunities with regard to the work for non-attorney services. If the firm elects to perform all work under this contract with employees of the firm (i. e., does not subcontract any portion of the work), then there are no minority/women business participation goals. If the firm elects to subcontract any of the non-attorney services, then the firm shall make affirmative efforts to solicit proposals from minority/women businesses that have been certified by the State Office of Minority and Women Business Enterprises.

Request for Proposals shall be submitted to Sound Transit no later than 2:00 P. M. local time, OCTOBER 20, 1998.

Any firm or attorney failing to submit information in accordance with the procedures set forth in the Request for Proposals may not be considered responsive and will therefore be subject to disqualification by Sound Transit's Consultant Selection Committee.
