Description: Provide on-call environmental assessment services to identify recognized environmental conditions resulting from the improper use, manufacture, storage or disposal of hazardous or toxic substances that could affect the acquisition, demolitiion or use of property to Sound Transit. The selected consultant shall complete an environmental assessment for properties designated for acquisition, including Phase I and, as authorized by Sound Transit, Phase II. In addition, based upon the results of appropriate investigation, the consultant shall estimate the extent of the contamination and the costs of any required or appropriate remediation and propose a program of appropriate remediation.
Submittal Requirements: Submit the most comprehensive proposal possible offering the highest quality of service and enhancements to assist with the requested services. Proposers are requested to establish and detail a plan to utilize small businesses.

RFP NO. RTA/LE 36-99 -- ON-CALL ENVIRONMENTAL SERVICES
The Central Puget Sound Regional Transit Authority, hereinafter ``Sound Transit,'' is requesting Proposals from firms qualified and interested in providing on-call environmental assessment services to identify recognized environmental conditions resulting from the improper use, manufacture, storage, or disposal of hazardous or toxic substances that could affect the acquisition, demolition or use of property to Sound Transit. The selected Consultant shall complete an environmental assessment for properties designated for acquisition, including Phase I and, as authorized by Sound Transit, Phase II. In addition, based upon the results of appropriate investigations, the consultant shall estimate the extent of the contamination and the costs of any required or appropriate remediation and propose a program of appropriate remediation.
Sound Transit encourages Proposers to submit the most comprehensive proposal possible offering the highest quality of service and enhancements to assist us with these services. Proposals shall be submitted to Sound Transit before 2:00 P. M. local time, APRIL 5, 1999, to SOUND TRANSIT, CONTRACTS DIVISION, 1100 SECOND AVENUE, SUITE 500, SEATTLE, WASHINGTON 98101-3423. Following evaluation of the submittals, the Consultant Selection Committee will recommend the firm to be selected.

Questions concerning Small Business Participation and EEO shall be directed to Alec Stephens at (206) 689-3762. Following evaluation of the submittal, the Consultant Selection Committee will select finalists who may be invited to participate in an interview, if necessary. Sound Transit reserves the right to reject any and all submittals received. The final selection, if any, will be that submittal which, in the opinion of Sound Transit, best meets the requirements set forth in the RFP and is in the best interest of Sound Transit.
NON-DISCRIMINATION IN CONTRACTING
In preparing proposals, including small business participation plans, Proposers are reminded to afford all potential business partners an equal, non-discriminatory opportunity to compete for business as joint venture partners or subcontractors.
SMALL BUSINESS PARTICIPATION
Sound Transit promotes and encourages small business participation, which may include small minority and women owned businesses, and small businesses owned by persons with disabilities, on its contracts. Sound Transit is interested in proposals that reasonably involve small business participation as prime contractors, joint venture partners, or subcontractors.
To the best extent possible, Proposers are requested to establish and detail a plan to utilize small businesses. No minimum level of participation for small businesses has been established for purposes of this solicitation. Small business participation is not required for consideration of a proposal, but will be an evaluative factor in the selection of a consultant.

Any firm failing to submit information in accordance with the procedures set forth in the Request for Proposals may not be considered responsive and may therefore be subject to disqualification.
