Description: Provide support for various types of short-term projects. The intent of this solicitation is to provide Sound Transit with a list of qualified firms that would be under contract in various disciplines to provide on-call services in their respective areas of expertise. These services would be provided as an extension of Sound Transit staff in support of in-house projects ranging from planning studies to contract document preparation. At this time, Sound Transit has not identified specific projects and, therefore, is requesting qualifications based on the scope of services set forth herein for each discipline identified. The individual disciplines are as follows: architectural; civil engineering; surveying and mapping; traffic engineering/transportation planning; electrical engineering; structural engineering; mechanical engineering; geotechnical engineering; value engineering; project management; archaeological; construction observation/management services; and environmental assessment/process.
Qualification Requirements: Sound Transit promotes and encourages small business participation, which may include small minority and women owned businesses, and small businesses owned by persons with disabilities, on its contracts. Sound Transit is interested in proposals that reasonably involve small business participation as prime contractors, joint venture partners, or subcontractors. To the best extent possible, proposers are requested to establish and detail a plan to utilize small businesses. No minimum level of participation for small businesses has been established for this solicitation. Small business participation is not required for consideration of a proposal, but will be an evaluative factor in the selection of a consultant.

Notes: Sound Transit intends to award multiple contracts as a result of this RFQ. Interested firms may submit Statement of Qualifications pertaining to more than one discipline identified herein. The Consultant Selection Committee will evaluate the proposers' qualifications and written responses to the Evaluation Criteria set forth in this RFQ. The committee shall apply the evaluation criteria set forth in Section IV. B in selecting the most qualified firms to be placed under contract for on-call services in each of the identified disciplines. Interested firms shall obtain a copy of the Request for Qualifications, which outlines the information necessary to understand the consultant selection process and the required documentation, by calling (206) 398-5253 or from the Contracts Division, Sound Transit, 1100 Second Avenue, Suite 500, Seattle, Washington 98101-3423. Statements of Qualifications shall be received BEFORE 2:00 P. M., LOCAL TIME ON MAY 14, 1999 AT THE CONTRACTS DIVISION, SOUND TRANSIT, 1100 SECOND AVENUE, SUITE 500, SEATTLE, WASHINGTON 98101-3423.
The Consultant Selection Committee will evaluate the proposers' qualifications and written responses to the Evaluation Criteria set forth in this RFQ. The committee shall apply the evaluation criteria set forth in Section IV. B in selecting the most qualified firms to be placed under contract for on-call services in each of the identified disciplines.
NON-DISCRIMINATION IN CONTRACTING
In preparing proposals, including small business participation plans, Proposers are reminded to afford all potential business partners an equal, non-discriminatory opportunity to compete for business as joint venture partners or subcontractors.
