Description: Provide a variety of appraisal and related services, including written narrative Appraisal Reports and conducting Appraisal Reviews for real property acquisition within King, Pierce and Snohomish counties. This engagement may include a variety of real property including residential, commercial, office, warehouse, retail, industrial, agricultural, and special purpose. Sound Transit may award more than one contract as a result of this RFP.
Qualification Requirements: Minimum qualifications for those responding to the Request for Proposals shall include either State (Washington) Certified Real Estate Appraisers and/or State (Washington) Certified Residential Appraisers and membership in good standing in one of the following nationally recognized appraisal societies: American Institute of Appraisers, Members Appraisal Institute (MAI), Society of Real Estate Appraisers, Senior Real Property Appraisers (SRPA), National Association of Independent Fee Appraisers, Independent Fee Appraiser Senior (IFAS), National Society of Real Estate Appraisers, or Certified Real Estate Appraiser (CRA).
Submittal Requirements: Following evaluation of the submittal, the Consultant Selection Committee will select finalists who may be invited to participate in an interview, if necessary.

APPRAISAL SERVICES
The Central Puget Sound Regional Transit Authority, hereinafter ``Sound Transit,'' is requesting Proposals from firms qualified and interested in providing a variety of appraisal and related services, including written narrative Appraisal Reports and conducting Appraisal Reviews for real property acquisition within King, Pierce and Snohomish counties. This engagement may include a variety of real property including residential, commercial, office, warehouse, retail, industrial, agricultural, and special purpose. Minimum qualifications for those responding to the Request for Proposals shall include either State (Washington) Certified Real Estate Appraisers and/or State (Washington) Certified Residential Appraisers and membership in good standing in one of the following nationally recognized appraisal societies: American Institute of Appraisers, Members Appraisal Institute (MAI), Society of Real Estate Appraisers, Senior Real Property Appraisers (SRPA), National Association of Independent Fee Appraisers, Independent Fee Appraiser Senior (IFAS), National Society of Real Estate Appraisers, or Certified Real Estate Appraiser (CRA). Interested firms shall obtain a copy of the Request for Proposals (RFP) that outlines the information necessary to understand the consultant selection process and the required documentation by calling the Contracts Division General Line at (206) 398-5253 or from the Contracts Division, Suite 500, 1100 Second Avenue, Seattle, WA 98101-3423. Proposals shall be submitted to Sound Transit before 2:00 P.M. local time, MAY 27, 1999, at SOUND TRANSIT, CONTRACTS DIVISION, 1100 SECOND AVENUE, SUITE 500, SEATTLE, WA 98101-3423.
Following evaluation of the submittal, the Consultant Selection Committee will select finalists who may be invited to participate in an interview, if necessary.
Sound Transit reserves the right to reject any and all submittals received. The final selection, if any, will be that submittal which, in the opinion of Sound Transit, best meets the requirements set forth in the RFP and is in the best interest of Sound Transit.
NON-DISCRIMINATION IN CONTRACTING
In preparing proposals, including small business participation plans, Proposers are reminded to afford all potential business partners an equal, non-discriminatory opportunity to compete for business as joint venture partners or subcontractors.
SMALL BUSINESS PARTICIPATION
Sound Transit promotes and encourages small business participation, which may include small minority and women owned businesses, and small businesses owned by persons with disabilities, on its contracts. Sound Transit is interested in proposals that reasonable involve small business participation as prime contractors, joint venture partners, or subcontractors.
To the best extent possible, Proposers are requested to establish and detail a plan to utilize small businesses. No minimum level of participation for small businesses has been established for purposes of this solicitation. Small business participation is not required for consideration of a proposal, but will be an evaluative factor in the selection of a consultant.

COMMUNICATIONS WITH SOUND TRANSIT OFFICIALS OTHER THAN THOSE LISTED ABOVE MAY CAUSE THE FIRM INVOLVED TO BE SUBJECT TO DISQUALIFICATION.
Any firm failing to submit information in accordance with the procedures set forth in the Request for Proposals may not be considered responsive and may therefore be subject to disqualification. This contract will be initially funded with non-federal (state and local) funds. However, there is a possibility that during the term of the contract all, or part, of the contract's funding will be derived from federal funds. In the event federal funds are utilized in this contract the selected Consultant(s) and Sound Transit will execute an amendment to comply with all Federal Transportation Administration contractual requirements.
