REQUEST FOR PROPOSALS
RFP NO. RTA/PG 66-99
STATE (WASHINGTON) GOVERNMENT
RELATIONS SERVICES
The Central Puget Sound Regional Transit Authority, hereinafter ``Sound Transit,'' is requesting Proposals from firms qualified and interested in assisting Sound Transit advance and represent its interests within the Washington State Legislature and Executive agencies. Sound Transit may award more than one contract as a result of this RFP.
Interested firms shall obtain a copy of the Request for Proposals (RFP) that outlines the information necessary to understand the consultant selection process and the required documentation by calling (206) 398-5253 or from the Contracts Division, Suite 500, 1100 Second Avenue, Seattle, WA 98101-3423. Proposals shall be submitted before 2:00 P.M., local time, JUNE 10, 1999, to SOUND TRANSIT, CONTRACTS DIVISION, 1100 SECOND AVENUE, SUITE 500, SEATTLE, WA 98101-3423.
Following evaluation of the submittal, the Consultant Selection Committee will select finalists who may be invited to participate in an interview, if necessary.
Sound Transit reserves the right to reject any and all submittals received. The final selection, if any, will be that submittal which, in the opinion of Sound Transit, best meets the requirements set forth in the RFP and is in the best interests of Sound Transit.
NON-DISCRIMINATION IN CONTRACTING
In preparing proposals, including small business participation plans, Proposers are reminded to afford all potential business partners an equal, non-discriminatory opportunity to compete for business as joint venture partners or subcontractors.
SMALL BUSINESS PARTICIPATION
Sound Transit promotes and encourages small business participation, which may include small minority and women owned businesses, and small businesses owned by persons with disabilities, on its contracts. Sound Transit is interested in proposals that reasonably involve small business participation as prime contrac- tors, joint venture partners, or subcontractors.
To the best extent possible, Proposers are requested to establish and detail a plan to utilize small businesses. No minimum level of participation for small businesses has been established for purposes of this solicitation. Small business participation is not required for consideration of a proposal, but will be an evaluative factor in the selection of a consultant.
EQUAL EMPLOYMENT OPPORTUNITY (EEO)
Sound Transit is interested in Proposals from firms that demonstrate a commitment to equal employment opportunity. Sound Transit encourages the submittal of Proposals from firms employing a workforce that reflects the region's diversity. Proposers are advised that they shall adhere to non-discrimination provisions.

Any firm failing to submit information in accordance with the procedures set forth in the Request for Proposals may not be considered responsive and may therefore be subject to disqualification.
