Description: Assist the owner in negotiating project labor agreements (PLAs) for the construction of commuter rail and light-rail facilities. The negotiations will involve labor unions, union and open-shop contractors and community groups.
Qualification Requirements: Minimum qualifications include substantial experience in each of the following areas: negotiating public and private PLAs on large capital projects, construction management and labor economics.
Submittal Requirements: Include a statement of qualifications, work history and experience negotiating PLAs, summary of work plan outline, references and a fee proposal. Proposals should identify a contact person who would be available for a telephone interview on Aug. 9. Proposals should be seven pages or less and may be hand-delivered, mailed or faxed to the owner.

CONSULTANT FOR PROJECT LABOR AGREEMENT NEGOTIATIONS
Sound Transit requires immediate assistance from individuals or firms qualified to assist Sound Transit in negotiating project labor agreements (PLAs) for the construction of commuter rail and light-rail facilities. The negotiations will involve labor unions, union and open-shop contractors and community groups. Information regarding the construction projects and associated labor issues is contained in the Ten-Year Regional System Plan, Resolution No. 99-21, the Tucker-Alan Study, and the Bechtel Cost Study, each of which may be copied or reviewed at Sound Transit's offices located at 1100 Second Avenue, Suite 500, Seattle, Washington.
Minimum qualifications include substantial experience in each of the following areas: negotiating public and private PLAs on large capital projects, construction management, and labor economics. Applicants must be able to begin work no later than August 13, 1999 and must be available continuously thereafter to provide intensive negotiations support between August 13 and September 30, 1999.
To be considered, proposals must be received in Sound Transit's offices NO LATER THAN 5:00 P.M., AUGUST 6, 1999. Proposals must include a statement of qualifications (resumes), work history and experience negotiating PLAs, summary of work plan outline, references and a fee proposal. Proposals should identify a contact person who would be available for a telephone interview on Monday, August 9, 1999.
