Description: Sound Transit intends to issue an RFP in early September for acquisition/relocation/project management services for the Everett to Seattle and Lakewood to Tacoma segments of the Sounder Commuter Rail and for certain Regional Express Projects. It is expected that there will be substantial interest in submitting proposals from a large number of large local and national firms. In addition, it is anticipated that there may be a number of opportunities for subconsulting by smaller, local firms in a number of real estate disciplines, including: appraisal services; review appraisal services; environmental site analysis; acquistion/relocation negotiations; property management; data management; records management; community outreach; and property videos.
Conference: Meeting tentatively scheduled for Sept. 23. Date, time and location will be confirmed in the RFP. Small businesses that are interested in being considered as a subconsultant are encouraged to attend. Potential prime consultants are being invited to set up tables where they can meet with small business representatives.
Notes: Sound Transit has adopted Guiding Principles for employment and contracting. Central to these principles are: maximum local contracting and employment participation; maximum minority, women-owned and disadvantaged small businesses, and an equal employment opportunity commitment which reflects the region's diversity; use of interns and trainees who reflect the region's diversity. The prime consultant will be required to submit, as a part of its response to the RFP, a subconsultant plan which demonstrates how the prime consultant will select and utilize subconsultants in the work of the contract in a manner which promotes Sound Transit's Guiding Principles. NOTICE OF UPCOMING REAL ESTATE CONSULTING OPPORTUNITIES
The Central Puget Sound Regional Transit Authority, d.b.a. SOUND TRANSIT, intends to issue a Request for Proposals (RFP No. RTA/LE 103-99), for Acquisition/Relocation/Project Management Services for the Everett to Seattle and Lakewood to Tacoma Segments of the Sounder Commuter Rail and for certain Regional Express Projects, in early September, 1999.
We expect that there will be substantial interest in submitting proposals from a number of large local and national firms. In addition, we anticipate that there may be a number of opportunities for subconsulting by smaller, local firms in a number of real estate disciplines, including, but not limited to: Appraisal Services, Review Appraisal Services, Environmental Site Analysis, Acquisition/Relocation Negotiations, Property Management, Data Management, Records Management, Community Outreach and Property Videos.

To further the implementation of these principles, the Real Estate Department of Sound Transit is taking these specific steps:
The prime consultant will be required to submit, as part of its response to the RFP, a Subconsultant Plan which demonstrates how the prime consultant will select and utilize subconsultants in the work of the contract in a manner which promotes Sound Transit's Guiding Principles.
A pre-proposal meeting is tentatively scheduled for September 23, 1999. The meeting date, time and location will be confirmed in the Request for Proposals. Small businesses that are interested in being considered as a subconsultant on this project are encouraged to attend. Potential prime consultants are being invited to set up tables where they can meet with small business representatives, discuss their requirements for subconsultants and where subconsultants can present their credentials to the potential prime consultants.
Note that the hiring of subconsultants will be the sole responsibility of the successful prime consultant. Sound Transit's role is simply to provide the opportunity for small businesses to meet potential prime consultants. Sound Transit does not guarantee employment to any firm.
Firms interested in being placed on a list of Interested Small Businesses, may obtain a CONSULTANT LIST FORM by calling (206) 398-5253 or from the Contracts Division, Sound Transit, 1100 Second Avenue, Suite 500, Seattle, Washington 98101-3423. Please note that this is in addition to any information you may have previously supplied to Sound Transit requesting notification of contracting opportunities. This list of Interested Small Businesses will be made available at the pre-proposal meeting on September 23, 1999 and upon request.
