Description: SOQs requested from firms qualified and interested in providing information and telecommunications technology consulting services on an on-call basis. These services will support the owner's Information Services (IS) Division's efforts in providing service to the agency. At this time, the owner has not identified specific projects and therefore are requesting SOQ's based on the scope of services for each area identified below. The individual areas are as follows: 1) applications design, development, implementation and support; 2) database design, development, administration, tuning and conversion; 3) disaster recovery planning, implementation and testing; 4) telecommunications design, deployment and support; 5) network design, implementation, monitoring, tuning and support; 6) project management and long range planning; 7) specialized hardware support; and 8) specialized software support. The consultant will be called upon individually to provide the specific services outlined above, relative to a project. However, there may be occasions when the consultant will need to work with owner staff and other consultants on a specific project.

REQUEST FOR QUALIFICATIONS

INFORMATION AND TELECOMMUNICATIONS TECHNOLOGY CONSULTING SERVICES
The Central Puget Sound Regional Transit Authority, hereinafter ``Sound Transit,'' is requesting Statements of Qualifications from firms qualified and interested in providing Information and Telecommunications technology consulting services on an on-call basis. The intent of this solicitation is to provide Sound Transit with a qualified firm that would be under contract to provide ALL OF THE VARIOUS INFORMATION AND TELECOMMUNICATIONS TECHNOLOGY CONSULTING SERVICES SET FORTH BELOW ON AN ``ON-CALL'' BASIS for a variety of information and telecommunications technology systems and projects. These services will support Sound Transit's Information Services (IS) Division's efforts in providing service to the agency. Sound Transit intends to award one (1) contract as a result of this RFQ.
Interested firms shall obtain a copy of the Request for Qualifications (RFQ) that outlines the information necessary to understand the consultant selection process and the required documentation by calling (206) 398-5253 or from the Contracts Division, Suite 500, 1100 Second Avenue, Seattle, WA 98101-3423. Statements of Qualifications shall be submitted to Sound Transit on or before 2:00 P.M. local time, SEPTEMBER 24, 1999, TO SOUND TRANSIT, CONTRACTS DIVISION, 1100 SECOND AVENUE, SUITE 500, SEATTLE, WA 98101-3423.
At this time, Sound Transit has not identified specific projects and therefore are requesting Statements of Qualifications based on the scope of services for each area identified below. The individual areas are as follows:
APPLICATIONS DESIGN, DEVELOPMENT, IMPLEMENTATION & SUPPORT;
DATABASE DESIGN, DEVELOPMENT, ADMINISTRATION, TUNING AND CONVERSION;
DISASTER RECOVERY PLANNING, IMPLEMENTATION AND TESTING;
TELECOMMUNICATIONS DESIGN, DEPLOYMENT AND SUPPORT;
NETWORK DESIGN, IMPLEMENTATION, MONITORING, TUNING AND SUPPORT;
PROJECT MANAGEMENT AND LONG RANGE PLANNING;
SPECIALIZED HARDWARE SUPPORT;
SPECIALIZED SOFTWARE SUPPORT.
The Consultant will be called upon individually to provide the specific services outlined above, relative to a project. However, there may be occasions when the consultant will need to work with Sound Transit staff and other consultants on a specific project.
Following evaluation of the submittal, the Consultant Selection Committee will select finalists who may be invited to participate in an interview, if necessary.
Sound Transit reserves the right to reject any and all submittals received. The final selection, if any, will be that submittal which, in the opinion of Sound Transit, best meets the requirements set forth in the RFQ and is in the best interests of Sound Transit.
NON-DISCRIMINATION IN CONTRACTING.
In preparing proposals, including small business participation plans, Proposers are reminded to afford all potential business partners an equal, non-discriminatory opportunity to compete for business as joint venture partners or subcontractors.
SMALL BUSINESS
PARTICIPATION.
Sound Transit promotes and encourages small business participation, which may include small minority and women owned businesses, and small businesses owned by persons with disabilities, on its contracts. Sound Transit is interested in proposals that reasonably involve small business participation as prime contractors, joint venture partners, or subcontractors.
To the best extent possible, Proposers are requested to establish and detail a plan to utilize small businesses. No minimum level of participation for small businesses has been established for purposes of this solicitation. Small business participation is not required for consideration of a proposal, but will be an evaluative factor in the selection of a consultant.

Any firm failing to submit information in accordance with the procedures set forth in the Request for Qualifications may not be considered responsive and may therefore be subject to disqualification.
