Description: The Central Puget Sound Regional Transit Authority (Sound Transit) is requesting proposals from firms qualified and interested in serving as the prime consultant to provide and/or manage multiple real estate discipline subconsultants for the acquisition of approximately one hundred parcels of, or interests in, land for the construction and operation of the Everett-to-Seattle and Lakewood-to-Tacoma segments of Sounder Commuter Rail, certain Regional Express and other real estate projects. Real estate disciplines shall include appraisal, appraisal review, environmental assessment and acquisition/relocation negotiations. Further, the prime consultant shall be expected to provide overall project management to include, but not be limited to quality assurance and project administration, including coordination of data management and community outreach. Sound Transit seeks full integration of small business (to include minority- and woman-owned businesses and small businesses owned by persons with disabilities) subconsulting opportunities for these services.
Conference: Meeting Sept. 23 in the Hildebrand Hall, Plymouth Congregational Church, 1217 6th Ave., Seattle. To assist proposers in identifying small business firms (including minority- and women-owned, and disadvantaged business enterprise) and firms in the local area with an interest in providing subconsultant services, Sound Transit will provide display tables prior to the pre-proposal meeting where proposers may meet with potential subconsulting firms to discuss their requirements and the subconsultants capabilities. The opportunity for discussions between proposers and subconsultants will be from 9:00 am to 10:30 am The meeting will commence at 10:30 am.
Qualification Requirements: Sound Transit seeks firms with substantial experience in publicly funded (including Federal Transit Administration) capital projects, with particular experience in working as part of a team with governmental agencies and in supervising subconsultants to achieve consistent and timely results.

Notes: As part of their proposal, proposers are requested to establish and detail a plan to utilize small businesses. No minimum level of participation for small businesses has been established for purposes of this solicitation. Small business participation is not required for consideration of a proposal, but will be an evaluative factor in the selection of a consultant. Interested firms shall obtain a copy of the Request for Proposals (RFP), which outlines the information necessary to understand the consultant selection process and the required documentation, by calling (206) 398-5253 or from the Contracts Division, Sound Transit, 1100 Second Avenue, Suite 500, Seattle, Washington 98101-3423. Proposals shall be submitted on or before 2:00 P.M. ON OCTOBER 21, 1999, TO THE CONTRACTS DIVISION, SOUND TRANSIT, 1100 SECOND AVENUE, SUITE 500, SEATTLE, WASHINGTON 98101-3423.
Interested firms are encouraged to attend a Pre-Proposal meeting that will be held to discuss this project, the consultant selection process, the schedule, and elements of the contract. The meeting will be held on SEPTEMBER 23, 1999 IN THE HILDEBRAND HALL, PLYMOUTH CONGREGATIONAL CHURCH, 1217 SIXTH AVENUE, SEATTLE, WASHINGTON. Following evaluation of the Proposals, the Consultant Selection Committee will select finalists who may be invited to participate in an interview, if necessary.
