The Central Puget Sound Regional Transit Authority, hereinafter ``Sound Transit,'' is requesting Statements of Qualifications from firms interested in the DESIGN/BUILD CONTRACT FOR TUNNELS AND DEEP STATIONS (Convention Place to 45th Street Station).
PROPOSALS SHALL BE SUBMITTED NO LATER THAN 2:00 P.M. LOCAL TIME, NOVEMBER 4, 1999, to Sound Transit, Contracts Division, 1100 Second Avenue, Suite 500, Seattle, WA 98101-3423.
AN RFQ INFORMATION SESSION WILL BE HELD ON SEPTEMBER 22, 1999, FROM 9:00 A.M. TO NOON, LOCAL TIME. Registration will begin at 8:30 a.m. The information session will be held at the Plymouth Congregational Church, 1217 Sixth Avenue, Seattle, Washington. At the information session, Sound Transit will attempt to answer any questions that are received by Sound Transit at least two days prior to the information session (faxes are acceptable).
Sound Transit reserves the right to reject any and all submittals received. Selections, if any, will be those submittals, which, in the opinion of Sound Transit, best meet the requirements set forth in the RFQ and are in the best interest of Sound Transit.

BUSINESS ENTERPRISE
(DBE) PARTICIPATION
To the best extent possible, all submitting firms are requested to establish a plan to utilize certified disadvantaged business enterprises. No minimum level DBE participation has been established for the purposes of this solicitation.
Sound Transit promotes and encourages Minority, Women, and Disadvantaged Business Enterprise (M/W/DBE) participation on its contracts and is interested in submittals that reasonably involve such participation as prime consultants, joint venture partners, or subconsultants.

Any firm failing to submit information in accordance with the procedures set forth in the Request for Qualifications may be considered non-responsive and may therefore be subject to disqualification.
