Western Washington University

Western Washington University has hired Darin Rasmussen as director of public safety and chief of police. He has been interim chief since last September and was assistant chief. He succeeds Randy Stegmeier, who left WWU to become manager of security for Pike Place Market Preservation and Development Authority in Seattle.

City of Fife

Fife City Clerk Carol Etgen, MMC, was named Clerk of the Year by the Washington Municipal Clerks Association. Fife City Manager Dave Zabell said she has processed more than 111 contracts, produced minutes and agenda packets for 31 council meetings, processed 197 agenda bills, and responded to more than 120 public records requests while also converting the City Clerk's office from paper to mostly electronic records.

Washington Health Care Association

Washington Health Care Association, a statewide nonprofit representing assisted living and skilled nursing facilities, named Robin Dale president and CEO. He has a background in long term care law, public policy, legislation, education and consultation, and has been the organization's general counsel for 10 years.

Mannetti

Emily Mannetti has joined Stepherson & Associates Communications as a project manager for clients including the Seattle Department of Transportation and Seattle Public Utilities. Mannetti worked for Sound Transit, Alaskan Way Viaduct Project and University of Washington. S&A conducts outreach and communications about public works projects in Puget Sound.

Direct TV Sports Networks

Direct TV Sports Networks named former ESPN executive Jim Noel senior counsel of the company and its Root Sports regional networks in the Northwest, Rocky Mountains and Pittsburgh. Noel will be based in the Seattle headquarters.

Clark Nuber

Christopher Nappen recently joined Clark Nuber in Bellevue as a manager in the accounting and consulting services group, focusing on real estate, senior living and hospitality, as well as manufacturing and construction. He was controller at The Attic Learning Community, a not-for-profit educational organization.

Bowers

Clipper Vacations named David E. Bowers chief financial officer. He is a certified public accountant with a BA and MBA from the University of Washington and recently worked for Possible Worldwide. The transportation provider includes Clipper Navigation based in Seattle and Clipper Navigation, Ltd. In Canada.

Freight Mobility Board

Karen Schmidt, executive director of the Freight Mobility Strategic Investment Board, will retire July 31. Schmidt was the first director to manage the program as an independent state agency. She has facilitated completion of 48 freight projects, leveraging $150 million in FMSIB funding for a total investment of $639 million, and serves on the National Freight Advisory Committee.

American Marine Ingredients

American Seafoods Group named John Cummings president of the subsidiary American Marine Ingredients. Cummings will lead development of marine ingredients derived from fisheries in Alaska and the Northwest for use in foods, supplements and pharmaceuticals. He was president of American Pride Seafoods.
