Snohomish PUD contract investigated

EVERETT (AP) — A Snohomish County utility board has hired an independent investigator to look into allegations that the utility improperly awarded millions of dollars of contracts to a clean-energy consulting firm owned by a former employee.

The Everett Herald reports (http://bit.ly/1zsf1j4 ) that the Public Utility District's board of commissioners was responding to allegations from employee Anthony Curtis that the utility gave Seattle-based firm 1Energy about $16 million in contracts.

Curtis says PUD's top leaders helped steer lucrative contracts to the firm owned by former employee Dave Kaplan.

Those leaders were not available for comment because of the investigation.

Records show that Kaplan started the company and negotiated its first contract with PUD while still working there.

The utility commissioners have hired Colleen Kinerk of Seattle law firm Caleb, Langenback, Kinerk and Bauer to investigate.
