Letter to the Editor: Is ActivSpace delay really city's fault?

I read with interest an item in the July 22 DJC ("ActivSpace finds us attractive, frustrating"). In that story you quote Jude Siddall of that company as saying "It's the worst we've ever come across. ... It's very expensive to develop in Seattle because you have to hold your land for so long." It's not entirely clear to me what the "it" is that is referenced in this quote, but the lead paragraph of your article indicates a concern about the "slow pace of permitting at Seattle City Hall."

I'm not familiar with delays that ActivSpace may have had in its other Seattle projects, but as a member of the 12th Avenue neighborhood plan stewardship committee I'm interested in and somewhat aware of an ActivSpace project proposed on 12th Avenue in the Central Area. (More specifically, the site is the former location of the 906 Club and Doc Hamilton's Barbecue, establishments of some fame in this city.)
