In Seattle, MIG|SvR|Portico hired Barbara Van de Fen as a project manager/senior civil engineer, Bill Estes as a senior landscape architect, Randy Speer as an executive assistant and Collins Moore as a civil designer. It promoted Mark Davies to director of infrastructure design services and Caroline Jones to proposal coordinator. Van de Fen has over 20 years of experience that includes work at MIG|SvR|Portico. Estes will assist with botanical gardens, streetscape master plans and international projects. Speer uses his travel background to support the team in international travel. Moore is an engineer-in-training who supports the team. Davies manages business operations, scheduling and staffing. Jones supports the marketing operations team and leads the firm's social media presence. MIG|SvR|Portico is a planning, civil engineering, architecture and landscape architecture firm.

Hart Crowser promoted fisheries biologist Jim Starkes and marketing manager Susan Kemp to senior associate, and geotechnical engineers Matt Veenstra, Ben Blanchette and Brice Exley to associate. Also, it hired geotechnical engineers Joseph Harmon, Erik Ellingsen and Joe Robinson and engineering geologist Russell Rosenberg. Starkes works in Edmonds, and Robinson and Rosenberg are in Portland. The others are in the Seattle headquarters. Starkes has 28 years of experience in marine nearshore environmental impacts, and conducting studies, monitoring and preparing conservation plans for sensitive, threatened and endangered species. He also creates plans for aquatic and fish habitats to offset the impacts of waterfront development. Kemp is responsible for proposals, corporate communication and social media. She has 24 years of experience, and was on the SMPS Seattle board as director of education. Veenstra has managed infrastructure projects for transportation departments, ports and the Department of Defense, along with commercial, residential and industrial buildings. Blanchette has managed geotechnical investigations for major new projects at Sea-Tac, including the International Arrivals Facility. Exley has managed high-rise, waterfront and transportation developments, many requiring complex computer modeling. Harmon holds a Ph.D. and has developed geotechnical earthquake engineering software and models. Ellingsen has six years of experience. He will support residential and commercial buildings, and waterfront projects. Robinson has a master's in civil engineering from Mississippi State. He will focus on levee embankment and geological hazards, including landslides, deep foundation excavations and disaster resilience. Rosenberg assessed the risk of landslides and rockfall along roadways for the National Park Service in Alaska. He will work on geologic hazard assessments, investigate landslides and unstable slopes, conduct rock slope mapping and do geologic investigations. Hart Crowser is an engineering, science and consulting firm.

Joy St. Germain has been appointed Bellevue's human resources director. Bellevue has about 1,300 full-time employees. She was human resources director for Tacoma for 10 years, and also worked for Ecology as human resources director. Bellevue's previous human resources director, Kerry Sievers, retired in June.

Central Washington University

Kaykayoglu

Central Washington University has selected Ediz L. Kaykayoglu to serve as executive director of CWU's Office of International Studies. Kaykayoglu was director of education abroad at Kent State University, and has worked in higher education since 2003. He has a master's in computer technology from Kent State University.

McMorris

The Trump administration named Jeffrey McMorris of Issaquah regional administrator of the U.S. Department of Housing and Urban Development for Region X, which covers Alaska, Idaho, Oregon and Washington state. He started the job Monday. McMorris has served as chief of staff to King County Councilmember Kathy Lambert. HUD annually oversees about $1.4 billion in funding for housing.

Small Business Development Center

Kathy Rupert, an entrepreneur with more than 30 years' experience in small business accounting and finance, has joined the Washington Small Business Development Center. She will focus on clients in Snohomish County, offering help with financing, profitability, marketing and business systems. Taryn Hornby, a former banking executive, has joined SBDC at Green River College to help entrepreneurs start, grow or transition businesses. SBDC is a network of advisors and trade specialists.

Lydig Construction

Andrew Johnson is the new president of Lydig Construction's Western Region Group in Bellevue. Johnson is replacing Gus Gottschalk, who is retiring after 34 years with Lydig. Johnson is a University of Washington graduate who spent his entire career with Lydig, starting with an internship in 2006. He has served in multiple capacities at Lydig, most recently as project manager, and is a member of the UW's Construction Industry Advisory Council.

Howard S. Wright, a Balfour Beatty company, hired Osvaldo “Ozzie” Gonzalez as diversity and sustainability director in the Portland office. Gonzalez is developing economic opportunities through subcontracting, training, mentorship and community engagement in the Oregon and Washington markets. He has more than 16 years of industry experience.

Bishop

Evan Bishop joined Hermanson Co. as account executive in the Owner Direct Solutions department, which provides maintenance, equipment change-outs and retrofits of mechanical systems in the Puget Sound region. Bishop has worked in account management in the mechanical construction industry for over 13 years. He holds a bachelor's degree in business from the University of the Pacific.
