SEATTLE — Seattle City Councilmember Mike O'Brien wants an audit of the Department of Planning and Development program that allows projects to get extra height and density in exchange for affordable housing.
A press release from O'Brien said a review of R.C. Hedreen Co.'s proposed hotel tower has raised some questions about the city's incentive zoning program.
