30 Capitol Hill units planned

SEATTLE — Back in 2011, a Mercer Island investor paid almost $1.9 million for three old houses on Capitol Hill. Now he's planning to knock them down and develop a new apartment building at 611 13th Ave. E.

An early plan describes a four-story building with 30 units and 21 underground parking stalls. The midblock site totals about 16,100 square feet. It's near the commercial strip on 15th Avenue East.
