33 Capitol Hill units to replace garage

SEATTLE — A local investor group paid almost $5.7 million in 2012 for the Washington Irving Apartments, at 1305 E. Howell St. on Capitol Hill. The four-story, 39-unit building, which dates to 1923, came with a detached, one-story garage.

Neiman Taber Architects has filed a plan to replace the garage with a four-story apartment building with 33 units and one level of underground parking with 17 stalls.
