Levels two, three and four of the new facility will each have four identical housing dormitories, with a capacity of 84 inmates per dorm. Each dorm will be configured in a two-tier arrangement with a main level and a mezzanine level, and will include a large multi-purpose room for education, programs and other classroom type activities, a screened outdoor recreation yard, visiting rooms, and shower/toilet facilities. A secure, enclosed corridor along the existing retaining wall at South Ninth Street will connect the lower level of the jail addition with the existing jail to facilitate prisoner and staff movement. The lower level will include a new police vehicle sallyport beneath an existing parking garage and additional parking spaces for county officials. Within the lower level will be a combined central control room, which will control secure movement throughout the existing and new jail areas, replacing an existing dilapidated control center. Areas below the existing jail will be enclosed and converted to new staff dining, locker rooms, storage and maintenance, mechanical and electrical areas. Also included are: new intake, booking and release areas with property storage facilities; food services preparation areas; laundry services space; and storage areas. The facility will be constructed using a combination of cast-in-place and pre-cast concrete, and the exterior will be finished with a concrete masonry veneer of integrally colored red and tan split face and smooth face blocks. Glazing and spandrel panels will be installed on the west, north and south elevations to give the facility more the appearance of an office building than a jail facility. Also, glass block accents will be used on the north, east and south elevations. The interior of the facility will be minimally finished, primarily exposed concrete and concrete masonry, with paint coatings applied by inmates. Floors will primarily be exposed concrete, with sealer applied using inmate labor. Much of the ceiling within the facility will be open to the concrete structure above, with acoustical ceiling tiles installed in areas where noise control is needed. Following completion of the jail addition in August 2002, portions of the existing jail will be renovated to expand the existing medical/mental health areas and new video arraignment proceedings rooms will be added along with disciplinary isolation cells and administrative areas.
