The first phase of the project includes a three-story, 145,000-square-foot parking garage and a six-story, 164,000-square-foot public service center. Clark County’s rising population and increase in court cases precipitated the need for the new facility. Objectives for this project focus on producing a "campus complex" with clearly defined parameters and hierarchy. The downtown location requires increasing density, including structured parking. The complex is designed to complement neighboring landmarks, tying existing buildings together into a dynamic central civic campus. Although the new complex is being built as a significant structure in the campus, the existing historic courthouse is preserved as the centerpiece of the civic center. Brick and detailing elements from adjacent buildings inspired the base and corners of the new facility. The main body of the building is comprised of brick blended to match the two concrete colors on another neighboring building. Modern lines are carried throughout the entry, consisting of steel, metal wall and roof panels, storefront, glass and spandrel glass. A central point of the facility is a high-density, pedestrian-friendly setting. Lower-level entry pavilions and a public plaza leading to the main entry are the center of gathering places. Future growth has been considered, including an additional building pad of equal size to the new building. The building pad and new complex will share a corner plaza as a common entry court. Interior elements of the new Public Service Center focus on natural materials, including limestone and wood accents. The building is designed to Leadership in Energy and Environmental Design (LEED) standards. Extensive use of natural light is complemented by energy efficient lighting and mechanical systems, as well as wide-ranging commissioning. Recycled materials are utilized throughout the complex. Additional phases of this project include the courthouse remodel, which will provide District and Superior Courts with new courtrooms and support spaces. The Franklin Center will undergo remodeling to provide tenant improvements to remodel underutilized spaces and improve efficiency.
