Rainier Vista, a project funded under the Hope VI federal program, replaces existing public housing built during the 1940s with a new, dense neighborhood consisting of mixed uses for residents of diverse incomes. Rainier Vista Phase I consists of the construction of about 109 ground-related one-, two-, three-, four- and five-bedroom units and an additional 75 one- and two-bedroom units, along with office space in two buildings.

The master plan extends the existing street grid into the 38-acre site and is organized around a spine of new public parks. The project includes construction of new public streets and utilities.
