J. Daniel Phelan of Natt McDougall Co. excelled in the field managing, coordinating, facilitating and controlling the numerous facets of the award-winning Upper Baker Dam floating surface collector project, which was installed in 280 feet of water about 100 feet off the upstream face of the dam.

Phelan kept a strong and close relationship with the owner, Puget Sound Energy, and despite changing design plans and operational schemes, made sure the system was operationally functional on time. Phelan showed exceptional skill coordinating and managing numerous subcontractors, suppliers, owner representatives, and design and testing firms.

In addition to his ability to build and maintain effective working relationships, Phelan used his technical skills in the areas of instrumentation, electrical work, process schematics, testing and startup to assist owner personnel in completing these portions of the work, in addition to his other duties.

Through his organization of daily and weekly work schedules and his flexibility for demanding changes, Phelan tackled each challenge and pulled it all together. “I think it was simply amazing,” said Natt McDougall, the company president.
