When nominating Mike Bell for this award, Mowat Vice President Doug Smith said Bell did a stellar job leading the negotiations, construction and closeout of the $73 million Sound Transit SeaTac/Airport station project to a successful conclusion.

Mike Bell negotiated more than 300 owner-initiated change issues with no claims or environmental infractions.

Bell’s achievements included the negotiation of more than 300 owner-initiated change issues with zero claims, no environmental infractions, and exceptional utilization of apprentices and small/disadvantaged businesses. Eleven milestones were achieved, including Sound Transit’s date for revenue service, which was an important public commitment.

Bell accelerated the schedule by initiating efforts to fabricate forming systems off site and modifying the post-tensioning sequence for the guideway beams. By carrying out a top-down construction sequence, he provided early access for structural steel members, elevators and escalators, and architectural finish work. Plus, the culture of safety Bell established on the job site was routinely recognized by Sound Transit for its positive influence.
