As the DJC first reported last summer, Holland Partner Group is planning a seven-story, 189-unit Fremont apartment building to replace a row of businesses including Baila Bar and Caffe Ladro. (Norm's Kitchen and Roxy's Diner closed last fall, perhaps anticipating the redevelopment.)
