The waterfront master plan encompasses a half-mile-long area at the foot of downtown.

Bracketed by a public dock and an estuary, the site includes the Coho ferry dock, shops and restaurants, a transit center, street and vacant land leftover from earlier industrial uses. The plan proposes to transform this area with a series of connected public spaces, including a terraced esplanade, an expansive civic park, two beaches, and a street that is narrowed, planted and paved to allow for a mix of pedestrians, vehicles and bicyclists.

The intent is to create a shared space appealing to visitors and residents.
