Mowat Construction Co.’s comprehensive incident prevention programs set the stage for compliance with regulations, often going beyond legal requirements. Employees begin their involvement with the company’s safety program through medical monitoring, new employee safety orientations and project-specific hazard awareness training. Mowat encourages the team approach to safety, beginning with the budgeting and bidding process and pre-project safety review meeting. During the project, there are weekly tool box meetings, daily jobsite safety meetings, weekly and daily safety inspections, and a job safety analysis. Mowat has an employee-appointed safety committee, which serves as the foundation for safety culture development by analyzing the effectiveness of their safety programs through the field hand’s perspective. This committee is empowered to make improvements to programs and procedures. Four specific programs have been developed to ensure employees and subcontractor employees are capable of performing work without jeopardizing themselves or the public. The programs include: medical monitoring for substance abuse, audiometric testing, blood lead testing and respirator clearance; a material and personnel hoisting program; a personnel report to track training; and a subcontractor oversight program. From 1997 through 2003, Mowat reduced its experience modification rate from 1.05 to .36. |
