Tactical Skills Training Building
The exterior of the Tactical Skills Training Building features a blend of concrete and steel.


The Tactical Skills Training Building for the Washington State Criminal Justice Training Commission won the top spot for non-industrial tilt-up buildings. The 13,000-square-foot building houses a centralized training and certification program for new law enforcement and corrections officers serving municipalities and counties in the state. It includes a 10,400-square-foot shooting range on the first floor and a 2,600-square-foot defensive tactics classroom on the second floor.

The building was designed to both contain errant bullets and the sounds of gunfire. That was achieved using a two-layered, insulated structural tilt-up concrete panel system. Most exterior walls are concrete sandwich panels with an inner panel of 6- or 8-inch load-bearing concrete, an inner insulation layer of 3 inches, and an outer panel of 3-inch architectural finishing concrete.

Single panels were used at the stairs and the mechanical equipment-screening wall where insulation was not required. Metal panels and glass were used for visual relief at the entry, office and the defensive tactics room where portions of the building extend from and over the concrete base. Interior walls were left exposed and painted to reflect the utilitarian nature of the building.
